GlobalFoundries and TSMC Sign $2 Billion Deal to Build AI Chip Components in New York

GlobalFoundries and TSMC announced a five-year manufacturing agreement valued at approximately $2 billion on October 8, 2026, under which GlobalFoundries will expand its Malta, New York facility to produce silicon interposers for TSMC's CoWoS advanced packaging ecosystem.

The deal aims to establish the first U.S.-based source of silicon interposers, a critical component in AI chip packaging. Volume production is expected to ramp up in the first half of 2028.

Silicon interposers are foundational elements of 2.5D packaging, which allows multiple compute dies and High Bandwidth Memory stacks to be integrated into a single AI accelerator configuration. As AI system performance becomes increasingly constrained by interconnect density, latency, and power efficiency, the silicon interposer has evolved from a back-end component to a critical enabler of AI infrastructure.

GlobalFoundries will enhance its existing operations at the Malta site to support the specialized manufacturing requirements, including embedded deep trench capacitor components. The agreement provides TSMC with geographic diversification for its CoWoS supply chain and gives GlobalFoundries a significant entry point into the AI infrastructure market without requiring the manufacture of leading-edge logic nodes.

The deal comes as the semiconductor industry faces significant packaging bottlenecks. TSMC reported a 54.6 percent year-over-year revenue surge in September 2026, and ASML achieved record quarterly revenue of 11.7 billion euros as AI chip demand persists.

The agreement highlights a structural shift in the semiconductor industry where advanced packaging has become as strategic as front-end wafer fabrication. The partnership is designed to support the projected growth of AI accelerators through the late 2020s.
